James "Jim" Oneill

Jim Oneill, 77, of Fort Collins, received his eternal reward on April 27, 2026. He passed
peacefully at his home, surrounded by the family he loved so deeply.

Jim was born on November 5, 1948, in Enid, Oklahoma and was raised in Midland, Texas.
Jim dedicated 34 years of service to the City of Fort Collins as Director of Purchasing and Risk
Management. He was honored with the Albert H Hall award from the National Institute of
Government Purchasing, its highest distinction. To those who worked with him, Jim was
more than a leader- he was a steady presence, a mentor, and someone who led with integrity,
humility, and genuine care for others. Many of his colleagues became lifelong friends.

All who were blessed to know Jim will remember him as an honorable, thoughtful, and kind
man. A devoted Catholic, he was a longtime member of St. Joseph Church. Jim gave
generously of his time and talents to his family, friends, neighbors, church and community. He
was a dedicated supporter of the Larimer County Food Bank, where he received the T.S.
Berger Award and served as president of the board. He was also active in the Eye Openers
Kiwanis Club, where he spearheaded the gingerbread project and supported the Center For
Family Outreach.

Jim found great joy in music, learning to play the guitar in his 50's. He was a member of the
Sunnyside Singers, and a longtime member of the Four-Star Band, playing at the Wellington
Senior Center every Wednesday morning. Even during his illness, he continued to play, as it
remained the highlight of his week. Jim also loved golfing-especially with the Wednesday "golf
guys," and spending time each September fishing for salmon on the Oregon Coast. He was
also, up for a whitewater river trip.

Jim will be remembered as a man of unquestionable character, deep faith, humility, and
unwavering love for others. His legacy lives on in all who knew and loved him.

Jim is survived by his wife, Jackie Tomlinson; his son James A. O'Neill II, (Carol), his daughter,
Cindy Kramer (Matthew), and Kady (David) Johnson and Bryce Ramsay (Teresa Paveglio) and
mother of his children D Ann Widmayer. He was a proud and loving grandfather to Meleena
(Owen) Grube, Joe (Courtney Di Mauro), David (Regan), Tom (Salea) Adam (Makenna), Adelynn
Johnson and Kynsley Ramsay. He was also blessed with six great grandchildren James,
Daniel, Seamus, Kiara, Caitlyn and Marren.
He is also survived by his sisters Mary Beth O'Neill, Kathleen O'Neill-Smith, Laura Sue Hoover,
and Peggy Howard (Neil) and his brother, Bill (Ann Marie); along with many nieces, nephews,
cousins and dear friends.

Jim was preceded in death by his parents, James A. O'Neill and Francis Wilma (Billy) O'Neill,
his sister Sally Ann, his brother, Dan and his brother-in-law, Sidney Hoover.

Jim lived a life defined by love, faith, and quiet strength. He will be deeply missed, but the way
he loved the values he lived by and the memories he created will remain in the hearts of all
who knew him.
