Timmy was born in Vancouver, WA. To Thomas Robert Packard Jr. and Gayle Chance Nichols Packard.
The family moved back to Snake River when Timmy was about 8 months old. At a young age Timmy enjoyed riding and racing his dirt bike especially with his old friend Colton Morgan. Timmy loved sports he played basketball, football and ran track in Jr. high and high school. When he was in 7th grade he received the high school Sportsmanship award for running next to another student from a different high school cheering him on until he finished the race.
At age 14 Timmy won the junior bulls at the Dixon rodeo sparking his love for bull riding. Timmy moved to Casper, Wy his sophomore year where he continued to ride bulls and attended Natrona High school he graduated at mid-semester in Dec. 2015. Any time he wasn't riding bulls he was riding his snow machine or hunting Antelope , deer and Elk , he was always trying to out shoot his sister.
Timmy went on to Casper College where he would get his diesel tech certificate he would spend his weekends on the road with the Casper College rodeo team.
After graduation he went to work in Lander on a ranch and rode bulls all over Wyoming and Colorado. Then it was off to Pueblo,Co. working as an electricians apprentice and of course riding bulls all over the state.
After a year in Pueblo he would move to Craig, Co and work at Big O. During the Meeker rodeo series he would experience a bad bull wreck leaving him unable to drive home; this is where he met his girl friend Kayla Pinnt.
After jumping from rodeo to rodeo all summer they would move to Fort Collins, Co for her to attend college and Timmy worked at Big O, of course still riding bulls every chance he got.

Timmy was a very sensitive, kind-hearted, much loved young man. Timmy lived life to the fullest he worked hard, lived hard, played hard and loved those around him more than himself.
Timmy loved to help other bull riders behind the shoot especially kids. In lieu of flowers we are asking that donations be made in Timmy's name to a scholarship fund to help train young bull riders.
We would like to thank everyone for supporting him encouraging him and loving him so much.
